NC will not participate in the delimitation process: ANC welcomes, BJP slams NC

Srinagar, May 29: In a significant development, National Conference on Friday decided against participating in the delimitation exercise ordered by the Government of India for fixing boundaries of Assembly and Parliamentary exercise in the newly carved out Union Territory.
Interestingly, the announcement about the rejection of the delimitation process by NC was made by its chief spokesman and three-time MLA, Aga Syed Ruhullah Mehi, who had locked horns with the party over its silence on abrogation of the Article 370.
“The @JKNC_ will not participate in the delimitation exercise,” NC chief spokesperson Aga Syed Ruhullah Mehdi said on Twitter. Mehdi, a three-time MLA and powerful Shia leader, said a detailed statement of the party over the issue will follow soon.
It is pertinent to mention here that news agency—Kashmir News Observer (KNO), had exclusively reported on Thursday that NC will spell out its response on delimitation exercise on Friday.
The Lok Sabha Speaker had nominated NC’s three MPs- Dr. Farooq Abdullah, Muhammad Akbar Lone and Justice(retd.) Hasnain Masoodi- as associate members of the delimitation commission. BJP’s Jitendra Singh and Jugal Kishore are also members of the panel.
With the rejection of the process by NC, the BJP now would be the lone party participating in the exercise. In a statement, NC said “participating in this delimitation commission will be tantamount to accepting the events of 5th Aug 2019.”
“With reference to the recently announced Delimitation Commission announced by the government of India, Jammu & Kashmir National Conference today rejects this process and its three members of the parliament will not participate in the said commission,” reads the statement issued to KNO.
The party further said, “This delimitation commission is a product of the J&K Re-organization Act 2019 which JKNC is challenging in and outside Hon’ble SC. Participating in this delimitation Commission will be tantamount to accepting the events of 5th Aug 2019 which the NC is unwilling to do.”
The party reminded the BJP that it had also voted for an amendment made in the J&K Constitution in 2002 to freeze delimitation exercise till the first census after 2026- that is at least not before 2031.“According to the constitution of J&K, the constituencies of J&K were to be delimited in 2026 with the rest of the country.
The constituencies in the state were last delimited in the ‘90s. Thereafter an amendment was made in the constitution of J&K unanimously passed in the state Assembly in which all the regional parties, Congress and BJP voted for this amendment to go with the delimitation with the rest of the country in 2026. Therefore, the constitution of the delimitation commission is unwarranted,” the statement added.
It is worthwhile to mention here that it was Farooq Abdullah-led NC government which amended the J&K constitution to freeze delimitation at least till 2031. The J&K legislature had amended the constitution after the Parliament made a similar amendment in the Constitution of India to freeze the delimitation of parliamentary segments till 2031.
ANC president Khalida Shah welcomes NC’s decision over delimitation process
Srinagar, May 29: Khalida Shah, President of Awami National Conference (ANC) on Friday welcomed the decision taken by the National Conference (NC) for not taking part in the delimitation process in Jammu and Kashmir.
In a statement issued to the news agency—Kashmir News Observer (KNO), Khalida Shah said that it was the right step from NC on pulling out of delimitation commissions.
“The massive majority of people of Jammu & Kashmir and Ladakh have not accepted the decision taken by the government on August 5, last year,” she said, adding that the people will never accept the decision.
“All the people including Muslims, Sikhs, Kashmir Pandits and others in the massive majority are against the decision taken by BJP government and we all stand united in demanding restoration of August 4 position,” she added.

Srinagar, May 29: The Jammu and Kashmir unit of Bharatiya Janata Party (BJP) on Friday slammed National Conference (NC) for boycotting the delimitation exercise in Jammu and Kashmir.
“They have always sabotaged democratic processes,” BJP’s General Secretary (Organization), Ashok Koul told news agency—Kashmir News Observer (KNO)
He said NC’s decision against participation in delimitation won’t have any impact on the exercise “The delimitation has to be carried out by the three-member panel. The role of MPs is supportive in the exercise,” he said.
Talking to KNO, former minister Ghulam Hassan Mir said delimitation is an important step for the democratic process. “It is an important step. NC has always indulged in “Bhangra Baazi.” Tomorrow, they will claim that report of the Commission is not fair.
There is a perception among Kashmiris that seats of Kashmir would be decreased and seats of Jammu will be increased. Are not they skipping their responsibility? They should have defended and argued properly before the Commission that there is no disparity in allocation of seats,” he said.
He said they are defeating the mandate of the people by boycotting the exercise. “It is unfortunate and undemocratic,” he said, adding that Apni Party requests the government to make the commission inclusive by giving representation to regional parties.
“Kashmiris are closely watching the exercise as there is apprehension among them that it is being done to increase seats of Jammu and decrease seats of Kashmir,” he said.
